الكورد في العراق: المشكلة ومحاولات الحل

ملخص البحث

إن تأریخ الکورد في العراق حافل بالمشاکل المتعلقة بعدم تمثیلهم العادل في مؤسسات صناعة القرار في المرکز و عدم إدارتهم لشؤونهم في المناطق ذات الکثافة الکوردیة و ضعف تمتعهم بالحقوق الثقافیة. إضافة إلی تلک المعوقات، فقد کانت المرکزیة في الحکم إبان الحکمین الملکي و الجمهوري (قبل ٢٠٠٣)، قد ضعفت ثقتهم بالحکومات المتتالیة و بمؤسسات الدولة. و لکن المرکزیة لم تکن العاملة الوحیدة التي جعلت الکورد یتنافرون من نداءات الوطن الواحد التي أطلقتها الحکومات المتعاقبة، بل کانت هناک عوامل أخری أشد تأثیرا علی تأزم العلاقات بینهما. إحدی هذە العوامل هي أن الدولة العراقیة، بدلا من الإستجابة الإیجابیة لمطالب الکورد، إتجهت صوب تبني سیاسة القوة الخشنة (Hard Power)، بنسب مختلفة، منذ منتصف عشرینیات القرن الماضي و حتی سقوطها عام ٢٠٠٣.  کردة فعل علی لجوء الدولة العراقیة إلی القوة الخشنة للسیطرة علی التحرکات الکوردیة القائمة من أجل ضمان حقوقها الثقافیة و السیاسیة و الإداریة، لجأ الکورد الی إنشاء حرکات سیاسیة في أربعینیات القرن الماضي و إلی تحرکات مسلحة في مطلع الستینیات. و السؤال المهم الآن هو ماذا کان یمکن أن تفعلها الحکومات المتعاقبة تجاه الکورد من أجل تمکین الإستقرار السیاسي في العراق؟

محاولة مني للجواب علی هذا السؤال، سوف أقوم بتقسیم هذا البحث الی عدة فصول. ففي الفصل الأول، سوف أقوم بالرجوع الی التأریخ العراقي بغیة البحث عن المطالب الکوردیة و تطورها قرابة تسعة عقود. و لکن کیف إستجابت الحکومات العراقیة (الملکیة منها و الجمهوریة)  لهذە المطالب سوف تکون موضع بحث الفصل الثاني. الفصل الأخیر یرتقي بالبحث الی مستوی آخر بمحاولة الجواب مختصرا علی السؤال الذي مفادە ما إذا کان بإمکان الفیدرالیة حل بعض هدە المشاکل المتعلقة بالتمثیل السیاسي و الحقوق الثقافیة للکورد قبل ٢٠٠٣.

مێژووی کورد لە عێراقدا پڕە لە گرفتی پەیوەندیدار بەوەی کە بە شێوەیەکی دادپەروەرانە لە دامەزراوەکانی دروستکردنی بڕیاردا نوێنەرایتی نەکراون و لەو ناوچانەشدا کە زۆرینە بوون خۆیان کاروباری خۆیان بەڕێوەنەبردووە، سەڕەڕای ئەوەی نەیانتوانیوە مافە کەلتوریەکانیان بەتەواوەتیی پیادەبکەن. سەڕەڕای ئەم بەربەستانە، حوکمی مەرکەزیی لە ژێر سایەی رژێمەکانی پاشایەتی و کۆمارییدا (تا ٢٠٠٣)، متمانەی کوردەکانی بە دامەزراوەکانی دەوڵەت و حکومەتە یەکلەدوای یەکەکان لاوازکردبوو. بەڵام مەرکەزیەت تاکە فاکتەر نەبوو کە وایکرد کوردەکان لە بانگەشەی نیشتمانێک (عێراق) بۆ هەموان دوورخستەوە، بەڵکو چەندان فاکتەری تر پەیوەندیەکانی بەرەو ئاڵۆزتر برد. یەکێک لەو فاکتەرانە ئەوەیە کە دەوڵەتی عێراقی، لە برای وەڵامدانەوە و بە دەمەوەچوونی داواکاریەکانی کورد، هەر  لە ناوەڕاستی بیستەکانی سەدەی ڕابردووەوە تا ڕووخانی رژێمی حیزبی بەعس، پە ڕێژەی جیاواز، پەنای بردۆتە بەر پیادەکردنی سیاسەتی زبرەهێز (Hard Power). وەک کاردانەوەیەک بەرامبەر بە پەنابردنە بەر زبرەهێزی حکومەتی عێراق و لە پێناو گارانتیکردنی مافە سیاسی و کەلتوری و ئیداریەکانی، کوردەکان پەنایانبردەبەر دروستکردنی بزاڤی سیاسی لە چلەکانی سەدەی ڕابردوو و پاشانیش بەر بزاڤی چەکدار لە شەستەکانی سەدەی ڕابردووەوە. لێرەدا پرسیاری گرنگ ئەوەیە کە دەکرا حکومەتە یەکلەدوای یەکەکانی عێراق چی بکەن لە پێناو دروستکرنی سەقامگیریی سیاسیدا؟

لە هەوڵی وەڵامدانەوەی ئەم پرسیارەدا، ئەم توێژینەوەیە دابەشدەبێتە سەر چەند بەشێک. لە بەشی یەکەمدا، بە چاوخشاندنەوەیەک بە مێژووی عێراقدا، باس لە داواکاریەکانی کورد و چۆنیەتی گەشەکردنیان دەکرێت لە ماوەی نزیکەی ٩ دەیەدا. لە بەشی دووەمدا، باس لە چۆنیەتی وەڵامدانەوە و بە دەمەوەچونی داواکاریەکانی کورد دەکرێت لە لایەن حکومەتەکانی عێراقەوە. لە بەشی کۆتاییدا، هەوڵدەدەم بە کورتی وەڵامی ئەو پرسیارە بدەمەوە کە ئەکرا تەبەنی سیستەمی فیدڕاڵی چ ڕۆڵێکی هەبوایە لە نوێنەرایەتیکردنی سیاسی کورد و پیادەکردنی مافە کەلتوریەکانیدا پێش ٢٠٠٣.

Abstract

The Kurds’ history in Iraq is fraught with problems related to their lack of fair representation in the decision-making institutions of the center, not letting them administer their affairs in Kurdish-populated areas, and not fully enjoying cultural rights. In addition to these constraints, centralization during the Monarchical and Republican regimes (before 2003) has weakened their confidence in successive governments and state institutions. Centralization, however, was not the only factor that made Kurds disavow the calls of ‘one nation to all’ launched by successive governments. There were other more damaging factors to the relations between the two sides of the conflict. One of these factors is that the Iraqi state, rather than responding positively to the demands of the Kurds, tended to adopt hard power policies relatively, from the mid-20th century until its fall in 2003. As a reaction to the Iraqi state’s use of force to control Kurdish movements for guaranteeing cultural, political and administrative rights, the Kurds resorted to political movements in the 1940s and armed movements in the early 1960s. The important question now is what successive governments could have done to address the demand of Kurds and in turn creating political stability in Iraq?

Trying to answer this question, I will divide this research into several sections. In the first section, I will go back to Iraqi history in search of Kurdish demands and how they developed for nearly nine decades. However, how the Iraqi governments responded to these demands will be discussed in section two. The last section tries to briefly answer the question of whether federalism could have resolved some of these problems related to the political representation and cultural rights of Kurds before 2003.
